The Board of Education of Talbot County believes that every student must be afforded the opportunity to attend school and school activities without fear of injury or intimidation. Therefore, behaviors such as unequal or discriminating treatment based on factors such as race, ethnicity, religion, gender, sexual orientation, language, socio-economic status, age or disability, as well as intimidation, hazing, harassment, sexual harassment, assault and battery, fighting and bullying have no place in a civilized society and no place in our schools.
The Bullying, Harassment, or Intimidation Reporting Form may be used to report alleged bullying, harassment or intimidation that has occurred on school property; at a school-sponsored activity off school property; on a school bus; or on the way to and/or from school, in the current year. A parent/guardian or close adult relative of a student victim or a school staff member may submit a form. The form is available online or at any TCPS school office.
Bullying Investigation Procedures:
1. Within two school days after receipt of a Bullying Report Form the school administrator or administrative designee will appropriately investigate the alleged incident. The Bullying Form must be used for all reports.
2. School administrators will fully investigate to verify the Bullying Report.
3. Confidentiality will not be promised to the victim or witnesses.
4. School Administrators will immediately notify parents of the victim and offender of the incident.
5. School Administrators will apply the consequences listed in Policy 10.6-AR.
6. Separate follow-up conferences will be held with the victim and the offender within two weeks, and again at four weeks after the investigation.
7. If the bullying is a delinquent act, it shall promptly be reported to the responsible law enforcement agency according to the code of Maryland Regulations (COMAR).
