SCHOOL ADMISSIONS

I. REGISTRATION

The Talbot County Board of Education recognizes the need to adopt clear guidelines with regard to school admissions. Public School Bylaw 13.08.01 states "that each child who resides in this State and is 5 years old or older and under *16 shall attend a public school regularly during the entire school year unless the child is otherwise receiving regular, thorough instruction during the school year in the studies usually taught in the public schools to children of the same age, or the child is exempted under Regulation .02-1 of this chapter."

Each elementary school has at least one kindergarten registration day in the spring, usually in March.

Each middle school has an orientation day for sixth graders in May or June.

Each high school has an orientation program for ninth graders in late spring.

Each school has a final registration day in August.

II. AGE FOR SCHOOL ATTENDANCE

  • Pre-Kindergarten. Children admitted to the prekindergarten program in the public schools shall be 4 years old on or before September 1st of the year in which they apply for entrance.
  • Kindergarten. Children admitted to the kindergarten program in the public schools shall be at least 5 years old on or before September 1st of the year in which they apply for entrance.
  • First Grade. Children admitted to the first grade in the public schools shall be at least 6 years old on or before September 1st of the year in which they apply for entrance.

III. LATE ENROLLMENT

  • All pupils enrolling in the schools of Talbot County must be registered before September 30 of any given year. However, students enrolled in other schools or systems who transfer to Talbot County may be enrolled at anytime during the school year.
  • All students over the age of sixteen * (16) years of age who were not in school for any part of the previous year, for any reason, must adhere to the September 30 deadline, and in addition, must make application to return to school through the office of Pupil Personnel Student Services before applying to the school for readmittance.
  • A waiver of the above late enrollment portion of the policy may be granted by the Superintendent of Schools upon receipt of a written student/parent appeal. Such a waiver will be granted only if the appeal is determined to be educationally sound and administratively feasible.
  • A maturity waiver may be granted for a Kindergarten-eligible student delaying enrollment by one year by the Superintendent of Schools upon receipt of a written student/parent appeal. Such a waiver will be granted only if the appeal is determined to be educationally sound and administratively feasible.

* July 1, 2015 compulsory age for school attendance is 17.

* July 1, 2017 compulsory age for school attendance is 18.

IV. LATE REGISTRATION - STUDENTS

  • Only pupils properly registered will be admitted for the first day of school each year. Every effort must be made by parents to pre-register children so they can get off to a good start on the very first day of school.
  • Late registration will be held on the second day of school for those pupils who fail to pre-register.

V. READMISSION

  • Students Previously Withdrawn
  • Students Previously Suspended Long Term or Expelled
  • Students who wish to be readmitted to their schools must schedule a readmittance conference with the Supervisor of Student Services.
  • Students who wish to be readmitted must be able to provide valid reasons during their conference.
  • Students under the age of eighteen must be accompanied by a parent to their readmittance conference.
  • The Supervisor of Pupil Personnel Student Services will evaluate each readmittance conference with the appropriate school administration before approval for school admission is granted.

* July 1, 2015 compulsory age for school attendance is 17.

* July 1, 2017 compulsory age for school attendance is 18.

SCHOOL ADMISSIONS

  • A recommendation concerning possible re-admittance must be made by the Supervisor of Student Services to the Superintendent. One Once approved, a transition meeting is scheduled with the Supervisor of Student Services/designee, the parent/guardian and student, and the home school administrator.
  • For students approved for re-admittance, and appropriate home school student services plan should be developed and implemented.
