COMMUNITY USE OF SCHOOL FACILITIES – CHILD CARE
I. The Talbot Count Board of Education recognizes both the educational as well as social benefits of child care services for citizens of the communities served by the schools. The quality of life in any community is commensurate with conditions such as employment opportunities, services available, recreational activities and, or course, educational opportunities. As these conditions improve the community thrives and educational opportunities increase.
II. In response to this understanding, the Talbot County Board of Education wishes to promote and support the proliferation of child care programs across te county. All such programs whether public or private, should be educationally sound and socially and developmentally appropriate for the children to be served. In so promoting such endeavors, Talbot County school personnel are to take a supportive approach toward enabling public and private organizations to plan and implement such programs, including but not limited to the use of space within the schools and other buildings under the Board’s control.
III. Caution must be noted, however, when plans are being made for such use of school space. The Annotated Code of Maryland allows for such use of school facilities, but maintains the right of the schools to resecure all school facilities when such time occurs that the space in question is needed for the regular and required public instructional program. (7-108 and 7-109)
IV. In addition, the Superintendent is to periodically review the use of school facilities by such programs in an effort to make certain the above conditions are observed and that the facilities are properly cared for. In addition, the Superintendent shall annually provide and application form by which each organization can apply for us of school space. This application in turn will designate the fees and other provisions for their use.
