The Talbot County Board of Education approved the Fiscal Year 2027 (FY27) Budget for Talbot County Public Schools (TCPS) at its Regular meeting on June 17, 2026. The budget affirms the Board and Leadership Team’s commitment to providing high-quality educational opportunities for every student while exercising responsible fiscal stewardship.
The approved FY27 budget reflects months of thoughtful planning and collaboration between district leaders, school administrators, the Board of Education, and the Talbot County Council. Throughout the budget development process, the school district focused on balancing student needs, strategic priorities, and available resources in an increasingly challenging financial environment.
The Board of Education approved an unrestricted operating budget request of $92.3 million at their regular meeting on February 11, 2026. Following final state and county funding allocations, the district faced a gap of approximately $10.4 million between projected expenditures and available revenues. Through a comprehensive review of every expense and funding source, district leaders identified ways to reduce expenditures while preserving core instructional programs, staffing, and services.
The approved FY27 unrestricted operating budget is supported by approximately $84.6 million in revenue, representing an increase of nearly $3 million over FY26, and the strategic use of $2.7 million from the school district’s fund balance. The district also expects to receive restricted grant funding totaling approximately $9.1 million and capital funding of about $1.9 million.
The TCPS budget request included $800,000 for a weapons detection system. The Talbot County Council provided $400,000 in their final appropriation, which did not meet the price tag of the system recommended by the TCPS School Safety and Talbot County Sheriff's Offices. As a result, and given concerns expressed by council and members of the community, the school district researched less costly options in order to meet this need. A pilot program of an alternative system will be launched in the fall to assess its effectiveness and best next steps. All funding specifically designated for weapons detection will be earmarked and reserved for that purpose only.
While difficult decisions were required, the final budget preserves key investments that support student achievement, school operations, and the district's strategic priorities. The approved budget continues to fund salary increases for staff, including a step on the salary scale and increase of approximately 5%. This allows TCPS to meet the minimum $60,000 starting salary for teachers required by the Blueprint For Maryland’s Future legislation. The budget also supports essential instructional programs, special education services, transportation, student supports, technology infrastructure, school safety initiatives, and facility operations.

We carefully examined every expenditure, sought efficiencies wherever possible, and worked collaboratively to ensure that our resources are aligned to supporting student success."
The FY27 budget also reflects the strong partnership between the Board of Education, Talbot County Council, community stakeholders, and district staff. The County Council's funding support, including funding above the required minimum local share, continues to play an important role in helping Talbot County Public Schools provide exceptional educational opportunities for students across the county.
